Трансформация аграрного сектора экономики Республики Беларусь: теория, методология, практика

Abstract

Научно обосновано и разработано теоретико-методологическое обеспечение трансформации аграрного хозяйства на основе общей прикладной теории систем и предложено развитие системного подхода к решению задач аграрного сектора экономики; научно обоснована и разработана структурно-функциональная модель трансформационного процесса для макро и микроуровней, содержащая необходимые и достаточные элементы; разработана модель и методика мониторинга и регулирования аграрных рынков, которая позволяет измерять и оценивать содержательные характеристики состояния аграрных рынков, осуществлять переход от содержательных к количественным оценками наиболее существенных признаков состояния рынков, обосновывать выбор мер по их регулированию; научно обоснована и разработана итерационно-динамическая модель трансформации экономического мышления, развивающих и подкрепляющих интерактивные процессы в обучении; разработана методика адаптации и применения техник принятия рациональных решений многокритериальных задач, в которой реализованы идеи упорядочения и иерархизации многообразия предпочтений, отражающих различные социально-экономические интересы.

There has been developed a theory of agriculture's transformation that is manifested in the development of a theoretical and methodological base as a combination of approaches to and methods of measuring, evaluating and choosing the directions of transforming the economy's agricultural sector. Its focus is in the systemic combination of structural elements of an economy in transition that ensures the unity of the economic system as well as all that is necessary for the transition to market economy. There have been researched and designed the models of the transformation process focused on the unification, within the economic system, of the new and already existing in the public practice elements, their interaction and joint evolution increasing the efficiency of the implementation of the transition period's objectives. There has been developed a model of researching, monitoring and regulating agricultural product markets, which makes it possible to develop and stabilize the exchange relationships. There have been substantiated the areas, goals, means, and instruments of transformation whose economic content and structuring is different from those suggested earlier by means of unifying emergency and immanent interests and makes it possible to increase the effectiveness of the transformation process. There has been developed an iteration and dynamic model of transformation of the economic thinking whose essence is in supporting and developing the interactiveprocesses in training, which enlarges the opportunities of developing a personal factor and agricultural management. There has been implemented an applied development of technology of making rational decisions of many-criterial problems of choosing goals, means and instruments of transforming the agricultural sector of the economy.
