Abstract: Исследована правовая природа разрешительной системы. Автором обосновывается положение о том, что основой разрешительной системы является правовой запрет, предлагается определение понятия «разрешительная система».
The legal nature of the system of permissions is examined. The author substantiates the thesis, that the basis for the system of permissions is the legal injunction, and suggests a definition of the notion of a system of permissions.
