Оценка совокупного вклада сектора туризма в экономику Республики Беларусь

Abstract

Рассмотрены теоретические и практические аспекты оценки совокупного вклада туризма в экономику стран. Проведена сравнительная характеристика методик, применяемых Всемирной туристской организацией и Всемирным советом по туризму и путешествиям, методических подходов, использованных исследователями из разных стран, а также практики оценки вклада туризма в экономику Беларуси и России. Представлен разработанный авторами подход к оценке совокупного вклада туризма в экономику Беларуси, включая косвенные и индуцированные эффекты, с расчетом мультипликаторов туризма на основе статической модели межотраслевого баланса и матрицы социальных счетов. Проведена экспериментальная оценка по представленной методологии за 2018 г., отражены отличия от иных оценок.

The article considers theoretical and practical aspects of assessing the total contribution of tourism to the national economy. A comparative description of the methods used by the World Tourism Organization (UNWTO) and the World Tourism and Travel Council (WTTC), methodological approaches used by researchers from different countries, as well as the practice of assessing the contribution of tourism to the economy of Belarus and Russia is carried out. The authors present their approach for assessing the total contribution of tourism to the economy of Belarus. It includes the assessment of indirect and induced effects, the calculation of tourism multipliers based on the static input-output model (SIBM) and the social accounts matrix (SIA). According to the presented methodology, an experimental assessment for 2018 has been carried out, and the differences from other assessments have been reflected.
