Procedure
for consideration of applications of citizens, including individual entrepreneurs, and legal entities in the educational institution "Belarusian State University of Economics"
In accordance with Закон Республики Беларусь от 18 июля 2011 г. № 300-З «Об обращениях граждан и юридических лиц», the educational institution "Belarusian State University of Economics" (hereinafter referred to as the University) considers written, oral and electronic appeals of citizens, including individual entrepreneurs, and legal entities (hereinafter referred to as appeals).
All pplications received at the university, including those accepted at a personal reception, are registered on the day of their receipt in accordance with the established procedure.
Registered applications are submitted for consideration to the rector or his deputies in accordance with their competence. After their consideration by the rector or his deputies, appeals are submitted for execution to the structural divisions of the university responsible for their consideration.
Appeals are considered on their merits if all the issues set out in them are considered, appropriate measures are taken to protect, ensure the implementation, restore the rights, freedoms and (or) legitimate interests of applicants, and responses are sent to them in written, oral or electronic form.
Responses to appeals are given within the time limits established by Закон Республики Беларусь от 18 июля 2011 г. № 300-З «Об обращениях граждан и юридических лиц».
The deadline for consideration of applications is calculated from the day following the day of their registration at the university.
Written requests must be considered no later than fifteen days, and requests that require additional study and verification - no later than one month, unless another period is established by legislative acts.
If certain actions (performance of works, provision of services) or receipt of information from a foreign country within a period exceeding one month are required to resolve the issues set out in the requests, a written notification is ent to applicants no later than one month from the day following the day of receipt of the requests about the reasons for exceeding the monthly period and the terms the commission of such actions or the timing of consideration of appeals on the merits.
Appeals that (for which):
- they are not written in Belarusian or Russian.
- do not contain the name and / or address of the organization or position and / or surname, proper name, patronymic (if any), or initials of the person to whom the request is sent.
- do not contain the surname, proper name, patronymic (if any) or initials of the citizen, the address of the place of residence (place of stay) of the citizen;
- do not contain the full name of the legal entity and the address of its location.
- do not contain the surname, proper name, patronymic (if any) or initials of the manager or person authorized to sign appeals in accordance with the established procedure (for legal entities);
- the essence of the request is not stated.
- contain text that cannot be read.
- contain obscene or offensive words or expressions.
- are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedure, economic procedure, criminal procedure legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, appeals are appeals of an employee to an employer, or in accordance with legislative acts, a different procedure for filing and consideration is established;
- contain issues that are not within the competence of the organization they are assigned to.
- missed the deadline for filing a complaint without a valid reason.
- the applicant has filed a second application and it does not contain new circumstances relevant to the consideration of the application on its merits;
- correspondence with the applicant on the issues set out in the appeal has been terminated;
