The Department of Finance
The department is basic at the School of Finance and Banking.
Over the years, it was headed by Dr.Hab. (Economics), Professor M.I. Tkachuk (until 1971, from 1982 to 1987), Dr.Hab. (Economics), Professor M.K. Fisenko (from 1987 to 1992), Dr.Hab. (Economics), Professor N.E. Zayats (from 1992 to 2004), Dr.Hab. (Economics), Professor G.E. Kobrinsky (from 2004 to 2014), PhD (Economics), Associate Professor I.N. Zhuk (from 2014 to 2019).
Since September 2019, the department has been headed by Tatyana Anatolyevna Verezubova, Dr.Hab. (Economics), Professor.
Currently, 19 full-time teachers work at the department, including 1 professors, 10 associate professors, 8 assistants.
Specialties
The department graduates students in four specializations within the specialty "Finance and Credit": "Finance", "Finance and Credit in Foreign Trade Activities", "Finance and Control in the Sphere of Customs Activity", "Insurance".
Educational activities
Disciplines
A number of academic disciplines are assigned to the department, in which qualified teachers give lectures and conduct practical classes for students of all forms of training. Separate academic disciplines are essential for the training of specialists in the specialty "Finance and Credit": "Finance", "Insurance", "The state budget", "Financial and credit systems of foreign countries". A significant part of the disciplines is read in the framework of specific specializations: "Financial control", "Organization of control in insurance organizations", "Financial management in insurance organizations", "Corporate finance", "Insurance in foreign economic activity", "Organization of insurance activity", "International finance", "Customs control and customs clearance" and others.
Research work
The high scientific potential of the faculty of the Department is fruitfully realized in research activities. Every year, most employees participate in the Development of scientific topics, whose customers are the Belarusian Republican Foundation for Basic Research, the Ministry of Education of the Republic of Belarus, insurance organizations, as well as individual enterprises of the country. The main proposals and recommendations of the authors, as a rule, find practical application.
The main scientific areas of the department are:
- financial mechanism of the national innovation system as a factor in the sustainable development of the economy of the Republic of Belarus;
- development of priorities and concepts of state financial policy in a market economy;
- financial resources of organizations, especially their formation and use in market conditions;
- formation of a mechanism for ensuring the stability of the insurance portfolio;
- formation and functioning of the reinsurance system in the Republic of Belarus;
- priority areas for improving the marketing activities of the insurance organization;
- current trends and problems of the development of the state budget of the Republic of Belarus;
- budget process management;
- development and reform of local budgets and intergovernmental relations;
- development of the financial mechanism of foreign economic activity;
- improvement of the mechanism of customs regulation of foreign economic activity.
To prepare specialists at the second stage of higher education, the Department conducts recruitment and training in a magistracy in the specialty 1-25 80 03 "Finance, taxation and credit", profiling "International finance and investment". Classes are taught by leading teachers of the department, specialists and practitioners in the following disciplines: "World finance and financial markets", "International insurance market", "International and regional economic integration", "Investment and infrastructure projects in the digital economy", "Insurance management", "Customs regulation of foreign economic activity" and others.
The Department has organized and operates a system of training scientific personnel of the highest qualification, in which graduate students and applicants for academic degrees are studying, including foreign citizens (PRC). Graduates who have successfully completed these forms of training join the ranks of scientists and university professors of the republic, including the Belarusian State Economic University.
All the research work of the Department is focused on the training of scientific personnel, doctors and candidates of sciences, as well as on the writing and preparation of modern textbooks and teaching aids.
Students in the School of Finance and Banking are actively involved in research work. The main forms of such work is the preparation of essays on topical issues of improving the financial mechanism, making scientific reports, messages on the subjects studied, participating in scientific and practical conferences, round tables, meetings, and research on contractual and budgetary topics.
The department constantly operates student research laboratory "Financier".
Research work is carried out in the following areas:
- "Problems of the development of finance";
- "The insurance market and the problems of its development";
- "Problems of the budget and finance of foreign economic activity";
- "Customs: problems and directions of development";
- "Problems of development of public finances".
Students prepare scientific papers, research projects and abstracts for participation in international scientific conferences, round tables. Students' scientific works are submitted for participation in national and international competitions and olympiads, in which students become laureates and take prizes.
Since its inception in 2012, the student research laboratory "Financier" has occupied leading positions following the results of a university competition and has been recommended for financial support by the Special Fund of the President of the Republic of Belarus for Social Support of Gifted Pupils and Students.
The results of the SRWS testify to the high efficiency of the student research laboratory "Financier" activity, the well-functioning work of the teachers of the department in attracting students to research activities and in assisting in the preparation of scientific and teaching staff.
One of the forms of student research is the preparation of theses. Each year, their topics are formed taking into account the recommendations of interested ministries, specific practice bases of graduate students, and the proposals and recommendations submitted for defense are summarized and used in the scientific and practical activities of the department.

The department has developed many years of fruitful relations with many ministries, departments, enterprises, educational institutions and research organizations of the republic, near and far abroad. So, cooperation programs are being implemented with Belgosstrakh, the Belarusian Association of Insurers, Russian Economic University. Plekhanov, Financial University under the Government of the Russian Federation, Tashkent Financial Institute (Republic of Uzbekistan), Karaganda University named after Academician E.A. Buketov” (Republic of Kazakhstan), etc.
