General Provisions

1. The present Procedure of admission to BSEU for receiving a university degree of the 2nd level (hereinafter referred to as the Master’s Program) at the institution of higher education “Belarus State Economic University” (hereinafter referred to as BSEU or University) was developed in line with the “Rules of admission of persons for receiving a university degree of the 2nd level”, approved by the Decree of the Council of Ministers of the republic of Belarus No. 110 dated February 2, 2013.

2. To be eligible to apply for a Master’s Program, applicants shall have a university degree of the 1st level, which shall be proved with relevant documents, proving that the candidate has a university degree of the 1st level with a qualification, which allows them to apply for a university degree of the 2nd level, in accordance with the State Classifier of the Republic of Belarus ОКRB011-2009 “Majors and qualifications”

3. Citizens of the Republic of Belarus, foreign citizens and stateless persons, residing permanently in the Republic of Belarus, foreign citizens and stateless persons with refugee status in the Republic of Belarus, are eligible for applying for a state-funded Master’s Program, if they apply for a first state-funded Master’s Program, or for a Master’s program on a fee-paying basis to be covered by legal entities, sole proprietors, physical persons or by themselves.

4. Foreign citizens and stateless persons of the Belarusian origin, residing permanently in foreign states, citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and Republic of Uzbekistan are eligible for applying for a state-funded Master’s Program or on general terms foreign citizens and stateless persons, temporarily staying or residing in the Republic of Belarus.

5. Foreign citizens and stateless persons, temporarily staying or residing in the Republic of Belarus (hereinafter referred to as foreign citizens) can apply for a Master’s Program:
- in line with international agreements of the Republic of Belarus , on a state-funded or fee-paying basis;
- based on the results of final assessment, provided that the candidate has completed a preparatory program for applicants to higher education institutions of the Republic of Belarus, on a fee-paying basis;
-  based on the results of an interview, proving that the applicants’ command of the language of study is strong enough to complete the Master’s Program, on a fee-paying basis.

Admission of foreign citizens to Master’s Program is performed pursuant to the Contract on Professional Training on a State-Funded Basis or the Contract on Professional Training on a Fee-Paying Basis, concluded by the University and the foreign citizen or his representative, acting under Power of Attorney, duly authorized by an attorney or an authorized official, or a legal entity (sole proprietor or physical person), covering the education costs (if necessary).

Foreign citizens, who come to complete the full-time Master’s Program, are admitted to the University upon obligatory medical check-up at the Municipal Students’ Polyclinic #33 to prove that the applicant does not have counter-indications against studying in the Republic of Belarus.

To be admitted to the Master’s Program foreign citizens shall have an identity document, a valid visa (if necessary) and a medical insurance, made up in accordance with the legislation of the Republic of Belarus.

Should different terms be stipulated by an international agreement of the Republic of Belarus, these terms shall be applied.

Educational Programs, Majors and Training

6. Applications for Master’s Program shall be accepted for the following educational programs, majors and modes of study:

7. The duration of studies is 1 year for full-time Master’s Programs (major “International Economics and Trade Policy” in English lasts 1.5 years) and 2 years for part-time Master’s Programs.

List of Documents and Terms of Application

8. Persons, specified in Clause 3 of the present Procedure, applying for full-time and part-time Master’s Programs, shall submit the following documents to the admissions office:
- an application in the Rector’s name in the established manner;
- an original diploma of higher education with a transcript and their copies, or an original and a copy of a document of higher education, equivalent to the 1st level higher education degree of the Republic of Belarus with a list of disciplines studied and grades received for them, which is authorized by the admission office;
- an abstract of minutes of the meeting of the School Council of the higher educational establishment for those applying for Master’s Programs aimed at developing scientific and pedagogical/Research and Development knowledge and skills (for those who graduated in 2013);
- a recommendation from an organization, which is interested in in-depth professional training of specialists, for those applying for state-funded in-depth training educational programs (where available);
- a notarized abstract (copy) of employment record book – for working individuals;
- 4 photos, size 3 x 4 cm;
- a health certificate compiled in line with the requirements of the Ministry of Health of the Republic of Belarus for 2013 applicants issued in 2013;
- an identity document (presented personally);
- a list of the published research papers with their copies, descriptions of inventions, reports on research and development activities performed, diplomas to certify victories in the national and/or international academic competitions (if possible).
If the documents listed in the first part of the present clause are made up in a foreign language, they shall be accompanied by a notarized translation into the Russian or Belarusian language.

9. Foreign citizens (or their representatives) shall submit the following documents to the admissions office:
-an application in the Rector’s name in proper manner;
- an original diploma on higher education with a transcript and their copies, or an original and a copy of a document on higher education, equivalent to the 1st level higher education degree of the Republic of Belarus with a list of disciplines studied and points for them, authorized by the admission office;
- documents certifying Belarusian ethnic origin (for foreign citizens of Belarusian origin and stateless persons);
- a medical certificate issued by the medical consultation commission of the  Municipal Students’ Polyclinic #33 (upon passing compulsory medical assessment at the request of the university);
- a health statement  and a certificate of the HIV-negative status, issued by an official healthcare authority of the country the applicant arrives from;
- an original and a copy of an identification document with a duly authorized study visa of the Republic of Belarus. If the documents are submitted by a representative, the latter should present his identification document and a duly authorized copy of the applicant’s identification document.
- 10 photographs 3*4 cm.
If the documents listed in the first part of the present clause are made up in a foreign language, they shall be accompanied by a notarized translation into Russian or Belarusian.

10. To be eligible to apply for the Master’s Program with major 1-26 81 01 Business administration the applicant shall have no less than 2 years of work experience after obtaining a university degree of the 1st level.

11. Terms of submitting documents for admission to Master’s Programs for persons, listed in Clause 3 of the present Procedure, for part-time and full-time programs shall be from June 27 through July 5 and from July 5 through October 31 for foreign citizens.

Admission Examinations

12. Persons specified in Clause 3 of the present Procedure, applying for a Master’s Program with any major and any mode of study shall pass admission examination (orally).

13. Admission examination is held with the use of exam cards developed on the basis of general academic syllabus and education standards in line with the major chosen by the applicant.

14. Foreign citizens (except those specified in Clause 3 of the present Procedure), applying for a Master’s Program on contractual basis and possessing a Bachelor Degree in Economics or a university degree of the 1st level in economics, shall pass admission examination (in the form of an interview) in the Russian language only. In absence of a university degree of the 1st level in economics, the applicant shall take a proficiency admission examination (an interview) in the Russian language.

Foreign citizens who graduate from the preparatory department of the BSEU and successfully pass the final examination, are exempted of the admission examination (interview) in Russian, provided that they apply for a Master’s Degree in the year of graduation.

In case the admission examination (interview) for foreign citizens is held in both Russian and specialty, there shall be one examination a day, held by board members, specializing in the relevant field. Foreign citizens shall be offered five (5) questions (tasks) in each discipline, which shall be worded on examination sheets and signed by board members holding the interview. Examination sheets shall be kept in the profiles of foreign citizens enrolled in Master’s Programs.

Persons applying for a Master’s Program with major “International Economics and Trade Policy” (in English) shall pass admission examination (interview) in English only, if they have a university degree of 1st level in economics or related disciplines.

15. Knowledge of applicants for Master’s Programs shall be assessed according to a 10-point grading scale.

16. Applicants shall not be allowed to retry to pass the admission examination with the purpose of improving results.

17. In case the applicant does not agree with the grade given by the board of examiners, he/she shall file well-grounded appeals to the appeal commission. The appeals shall be considered on the examination day. No additional examination of the applicant shall be allowed on the day of consideration of the appeal.

18. Applicants who failed to come to the admission examination without a reasonable excuse or those were given grades from “one” (1) to “five” (5), or withdrew their documents from the admission office during the admission campaign, shall not be considered.

19. Terms of holding the admission examinations for full-time and part-time Master’s Programs for persons specified in Clause 3 of the present Procedure shall be from July 6, 2013 through July 12, 2013; for foreign citizens applying for Master’s Programs on a contractual basis the term is flexible, upon application, but no later than October 31, 2013.

Enrollment in Master’s Programs

21. Enrollment of persons, specified in Clause 3 of the present Procedure, applying for full-time and part-time Master’s Programs with any major shall be made on a competitive basis according to the results o proficiency admission examination. Contests shall be held separately for each major.

22. The following persons shall be exempted of admission examination:
- persons, awarded with medals “Award recipients of the special fund of the President of the Republic of Belarus for social support of gifted schoolchildren and students” and/or “Award recipients of the special fund of the President of the Republic of Belarus for support of talented youth” for outstanding academic achievements, corresponding to the chosen major;
- persons, who won international academic competitions, held by the Ministry of education in disciplines, corresponding to the chosen major, during the last academic year of higher education of the 1st level.

23. Winners of the National contest of academic papers by students of institutions of higher education,  other national and international contests of academic papers, held by the Ministry of education in 2010-2011 in disciplines, corresponding to the chosen major, shall be given “ten” (10) at the admission examination in the major discipline.

24. In case several students score the same number of points at admission examinations, the following individuals shall enjoy enrollment privilege at Master’s Degrees, aimed at developing scientific and pedagogical/research and development knowledge and skills:
- persons who graduated from the 1st level of higher education with honors;
- persons, who presented evidence of published scientific papers, descriptions of inventions, reports of research and development activities performed, diplomas of republican or international academic contests;
- persons with extensive work experience in the chosen field;
- persons with higher scores for the higher education of the 1st degree.

25. In case several students score the same number of points at the admission examinations, the following individuals shall enjoy enrollment privilege at Master’s Program with in-depth training educational programs:
- persons, who presented recommendations from organizations, interested in the training of such specialists, proving participation of the applicant in development and implementation of the innovative projects and their outstanding professional achievements;
- persons with extensive work experience in the chosen field, but not less than two years after obtaining a university degree of the 1st level;
- persons, who graduated from the 1st level of higher education with honors;
- persons with higher scores for the higher education of the 1st degree.

26. Persons, who have successfully passed admission examination in the major discipline, but failed to pass the competition for state-funded Master’s Programs at the BSEU shall be eligible to apply for full-time and part-time Master’s Degrees at the BSEU on a fee-paying basis.

 27. Terms of enrollment in Master’s Programs with all modes of study for persons specified in Clause 3 of the present Procedure shall be through July 17, 2013; those for foreign applicants for Master’s Programs on contractual basis – through November 1, 2013.

27. Simultaneous enrollment in Master’s Programs in two (2) and more institutions of higher education shall not be allowed.

29. Persons who obtained university degrees of second level earlier and/or those who completed other types of postgraduate studies shall be enrolled in Master’s Programs on a fee-paying basis only.

30. Enrollment in Master’s Degree Programs shall be made on the bases of decision of the examination board and approved by the Rector’s decree.

31. The academic year for Master’s Programs for persons specified in Clause 3 of the present Procedure shall start on September 1, 2013.

32. Educational relations in the institution of higher education, upon enrollment to the Master’s Program, shall arise on the basis of a Contract on state-funded (from the republican or local budget) professional training of a specialist or a Contract on professional training of a specialist on a fee-paying basis.

33. Originals and copies of all documents, submitted to the admissions office, shall be returned to persons, not enrolled in Master’s Programs at the institution of higher education.

34. Other issues related to admission to the Master’s Programs, not covered in the present Procedure, shall be considered by the admissions office in line with legislation.
