The Student Legal Consultation (Legal Clinic)
Back in the 19th century, law schools in different countries of the world faced with the problem of a gap between the level of knowledge, skills and qualities of graduates. Trying to find a "middle ground" between theoretical and practical training, they turned to the experience of medical education. In clinics at medical faculties, students took part in the treatment of patients under the supervision of experienced professors. The legal profession is often compared to the medical profession: from both of them depends on fate of a person.
Clinical legal education is an educational program for the training of socially oriented lawyers. It is implemented on the basis of legal clinics established at universities or non-profit (public) organizations, where law students, under the supervision and guidance of curators, provide legal assistance to socially vulnerable citizens (poor) free of charge and carry out legal protection of public interests.
A clinical training program does not replace compulsory standard of legal education. In the work with a "living", real client, the students are faced with the realities of the legal system, with the implementation of the rule of law in practice. Students work not just "like lawyers", they work as lawyers - independently advise to citizens, provide the preparation of legal documents. This is not a theoretical discussion of the experience of others, not monitoring the work of professionals and not help in the work - this is a full-fledged independent work.
The Student Legal Consultation (Legal Clinic) of the Belarusian State Economic University (hereinafter - BSEU) was created in accordance with the Resolution of the Council of Ministers of the Republic of Belarus dated 24.01.2002. No. 15 / 102-22 and pursuant to the fulfillment of the Order of the President of the Republic of Belarus dated 21.01.2002 No. 15 / 133-93 P 4669. The Student Legal Consultation (Legal Clinic) of the Belarusian State Economic University was created on the basis of the Order No. 21-04 / 68 "On the creation of an open admission at the university's law faculty" of the Ministry of Education and the Order of the rector of the Belarusian State Economic University dated April 21, 2003 No. 284.
The Legal Clinic solves the following tasks:
1) improving the forms and methods of teaching students of the faculty of law;
2) the provision of free legal assistance to the following categories of citizens:
- unemployed,
- low-income,
- members of large families,
- disabled people of I, II, III groups,
- war veterans,
- pensioners,
- BSEU employees
- studying youth (schoolchildren, students, undergraduates, graduate students).
The regulation of the work of the Legal Clinic is carried out on the basis of the Regulation on the Student Legal Consultation of the Belarusian State Economic University, as well as the Rules of work in the Student Legal Consultation of the Belarusian State Economic University.
Of course, the provision of free legal assistance to vulnerable categories of citizens is a priority for any state. People who, due to certain circumstances, are not able to pay for the help of a highly qualified lawyer, are forced to solve legal problems on their own. But after all, the successful outcome of a case may even depend on the correct submission of an application, complaint, or any other document. How to file a complaint? To issue a contract, receipt? What aspects need to be addressed first? Students and consultants of the Student Legal Consultation of the Belarusian State Economic University will help to answer these and many other questions absolutely free of charge.
For some clients, the Student Legal Consultation of BSEU is the only possible means of access to legal assistance. Not only because of the gratuitousness of the services provided, but also because of lack of time in other places (in government agencies, advocacy, etc.) need them for attention. In the Student Legal Consultation of the Belarusian State Economic University this is possible, because here to them will be devoted enough time for detailed conversation with the client. The experience of lively communication with the "bearer of a legal problem" often opens eyes to the true nature of law and legal profession.
The work of the Student Legal Consultation of BSEU is organized by Natalia Iosifovna Ivut, a professional lawyer with practical experience as well as by the students of the 2-3 year of faculty of the Law of the Belarusian State Economic University, who are working as consultant students.
Information and legal assistance to citizens is provided in the form of preparation of written and oral consultations. Consultations are provided under civil, labor, family law and social security law. Since 2019, students have been providing legal assistance on environmental law issues.
It should be noted that due to the fact that students are receiving citizens and preparing consultations, consultation is not given immediately, after 2 or more weeks, depending on the complexity of the client's question.

We draw the attention of clients on mandatory pre-recording. Preliminary recording is carried out by phone 209-79-68 Recording is carried out on Mon., Wed. 18.00–20.00
It should be noted that students of the Faculty of Law are actively involved in legal education. They attend schools, gymnasiums, the SOS-youth home and conduct classes on pressing legal issues.

Reception conditions
The following categories of citizens can apply to the Student Legal Consultation of BSEU of the Belarusian State Economic University (presentation of a document confirming social status is MANDATORY):
- unemployed,
- low-income,
- members of large families,
- disabled people of I, II, III groups,
- war veterans,
- pensioners,
- BSEU employees
- studying youth (schoolchildren, students, undergraduates, graduate students).
It should be noted that law students can be contacted strictly in certain areas of law:
- Civil law;
- Labor law;
- Family law;
- Social Security Law.
- Environmental law
ATTENTION:
- If you are not sure whether your legal issue relates to above-mentioned branch of law, call for information to Student Legal Consultation, students will help you. So you needn't to go to the Student Legal Consultation through the city.
- The answer on legal issue is not given by students immediately - after 2 or more weeks, depending on the complexity of your question.
- Consultation works in
- Monday, Wednesday from 18.00 to 20.00.
- A PRELIMINARY RECORDING is mandatory, which is conducted by telephone: 209-79-68 in the evening from 18.00 - 20.00 hours on Mondays and Wednesdays.
- Remember, students work on your case for free! They are still learning! They can be asked no more than 4 different questions.
- By decision of the head of the Student Legal Consultation, the client may be refused to give advice in accordance with the Rules of the Student Legal Consultation of BSEU (without explanation) on the basis of the recognition of the issue as inappropriate for the purpose of training law students in the Student Legal Consultation.
- Assistance to citizens is provided ONLY on issues relating to their directly (personally). Students do not work with a client if he addresses with questions regarding to third parties (children, relatives, work colleagues). If this fact is discovered, the Student Legal Consultation may refuse in advice.
- Student Legal Consultation does not work in time of examination sessions of students (from December 20 to February 05, from May 15 to October 20)
